After May 4, you can make compliant activations for HFSS brands on Roblox.

Brand-level HFSS activations were already permitted under the UK 2025 Brand Advertising Exemption Regulations. Roblox’s new policy now makes them practical at platform scale by delivering COPPA-aligned under-13 separation, an auditable registration trail and standardised creative labelling.

The under-25 audience problem for HFSS (high fat, salt and sugar) brands is a compliance problem, rather than a creative one. Food advertising rules in the UK, EU and US states protect young audiences, and they share a test: can the brand protect a platform’s under-age audiences to comply with regulation? Every new platform conversation goes through the same process. Compliance asks how young audiences are filtered out and what evidence of filtering there is. Without a good answer the conversation ends.

On Monday 4th May, the answer changes for the most relevant gaming environment for under-25s. Roblox's new Advertising Integrations policy takes effect and for HFSS brand-level activations it does three specific things:

  1. Structurally separates under-13 users from the main ad surface.

  2. Registers every integration in Ads Manager.

  3. Enforces standardised ad labels in Roblox Studio.

The brand does not build the infrastructure. The platform provides it.

The UK Brand Advertising Exemption Regulations carve brand-level advertising out of CAP rule 15.19's online ban on less-healthy product advertising. Product-level ads for identifiable HFSS products are banned online outright. Brand-level ads for the same brands are not. Every Roblox integration in play is a brand-level activation, which places it inside the UK regulations' brand-advertising exemption.

Against that backdrop, the three May 4 rules are the evidence layer that makes brand-level HFSS activations practical.

  1. Food is listed as a restricted category for the under-13 segment, filtered at the platform level.

  2. U13 ad formats are COPPA-compliant and structurally separated from the main 13+ audience, which parallels YouTube Kids' relationship to YouTube-proper inside one platform rather than across two products.

  3. Integrations register in Ads Manager and carry standardised labels in Roblox Studio, producing the auditable paper trail compliance needs.

Across the 13+ audience, brand-level activations for HFSS brands now sit in the same compliance class as brand-level activations on YouTube-proper, and audience-composition becomes a standard media-placement check.

Brand directors whose activation plans have been stuck on the compliance question now have something to restart the conversation with their in-house teams. The PLAY above is the pitch to lift verbatim: the legal mechanism and the evidence layer in one line.

Three conversations that can happen this week. Legal confirms the activation concept clears the brand-vs-product test. The brand's agency gets briefed with the new brand-advertising focus front and centre. A Roblox integration partner gets scoped for the first experience. The brands that start those conversations before May 4 are the ones that will ship in the eight to twelve weeks after, or perhaps sooner.

The May 4 policy is not the only structural change Roblox has on the calendar. From 2027, Roblox introduces fees on brand integrations as part of a wider creator revenue-share model.

The window between May 4 and the end of 2026 is the only one in which a brand can launch a Roblox integration that benefits from the new age-gating without carrying the 2027 fee structure. There is an ideal seven month window to act on now.

A brand that lands an integration inside it builds the audience, the live-ops rhythm and the internal proof case on the cheaper side of the fee line. A brand that waits enters in 2027 with a higher cost of entry against competitors who have already offset theirs.
